Track records of the regime change/assassinations specialists
It is when we dissect U.S.-backed covert operations that we can better grasp the nature of the circle of trust that existed during the Cold War and the go-to people earmarked for regime change missions.

As we can see from the above spreadsheet, WW2 intelligence operatives played a major role in the shaping of the CIA after its founding in 1947. Eleven of the subjects above worked for either the OSS, Army intelligence or Air Force intelligence, which is over half of those who worked directly for the CIA in this list of persons of interest in 1963. As with the members of the Joint Chiefs of Staff JFK inherited, U.S. intelligence was highly like-minded, anti-communist and hawkish.
When United Fruit was threatened with nationalization by the Guatemalan government, Allen Dulles tasked Dick Bissell and Tracy Barnes to plan an overthrow of its leader, Jacobo Arbenz. Barnes brought in David Phillips to run Black propaganda using Liberation Radio, which was used to stir panic in the country. E. H. Hunt was appointed Chief of Political Action. William Rip Robertson ran the paramilitary side of the operation. He was joined by David Morales and Henry Hecksher. Dulles selected millionaire businessman William Pawley to be a civilian adviser to the State Department.
GERMANY
In the mid nineteen-fifties, William Harvey was stationed in Berlin, where he worked with Ted Shackley. It is Harvey who saw that Shackley would head JMWAVE and report to him.
COUP IN THE CONGO
In 1960, William Harvey was tasked with removing Patrice Lumumba as the leader of Congo. He hired QJWIN to spot talent for the assassination. Sydney Gottlieb provided poison for one of the plots. The coup was sanctioned by Allen Dulles. Lumumba was finally captured and killed by political adversaries.
All the officers involved in PBSUCCESS were reunited for the Bay of Pigs operation, which ended in disaster… They were joined by William Harvey and Ted Shackley. They, as well as the Cuban exiles under their command, blamed JFK for the debacle and remained bitter. It was right after the Castro revolution that the Cuban exiles officially became part of the CIA forces that would be part of the counter-revolution. However, many ties with the CIA and Mafia were established in Cuba during the corrupt Batista era. Fabian Escalante referred to Cuban exiles as the CIA and Mafia’s Cuban mechanism.
Officers like David Morales, Rip Robertson, Tony Sforza, David Atlee Phillips, and George Joannides were heavily involved in managing this crew of Castro adversaries. Through projects called Operation 40, AMHINT, AMWORLD… Exiles were recruited, selected and trained in the arts of sabotage, terrorism, espionage, combat and assassination. Several of them kept their ties with intelligence and used these skills for many years after the failed Bay of Pigs.
In 1965, Che Guevara moved to Bolivia, where he tried to recruit tin miners to start a revolution. David Morales trained Felix Rodriguez to lead a team to hunt him down. In 1967, they captured and assassinated him. It is said that Rodriguez kept Che’s Rolex watch as a memento.
OPERATION PHOENIX/ LAOS
In 1966, Ted Shackley was placed in charge of the CIA's secret war in Laos. He appointed Thomas G. Clines as his deputy. He also took Rafael Quintero, Carl E. Jenkins, David Sanchez Morales, Rafael Quintero, Rafael Villaverde, Felix I. Rodriguez and Edwin Wilson with him.
In the late 1960s, U.S. and American Intelligence maintained an impressive list of Viet Cong leaders who became marked for assassination under a program eventually called Phoenix, written up by William Colby of the CIA. The goal was to neutralize about 1800 a month. About one-third of those captures would be summarily shot to death. In the early seventies, several subjects from the Caribbean Assassination Inc. squad joined the fray. These included David Morales, Felix Rodriguez, Ted Shackley, Rip Robertson, Thomas Clines, and Rafael “Chi Chi” Quintero.
CHILE and OPERATION CONDOR
In 1970, David Atlee Phillips was tasked with preventing the election of Salvador Allende as president of Chile. This failed. Phillips oversaw an operative named Michael Townley. The CIA attempted to recruit Chief of Staff General René Schneider to help overthrow Allende. He refused and was subsequently murdered in a CIA-backed hit. Allende was eventually removed in the 1973 coup. Townley was given the responsibility by Phillips of countering the opponents of the new Commander in Chief and President, General Augusto Pinochet. Chile’s secret Police (DINA) directed him to go after foreign dissidents. This led to the murders of General Carlos Patz and his wife in Buenos Aires in 1973, former Vice President Bernardo Leighton and his wife in Rome in 1975, and, eventually, in 1976, former Foreign Minister of Allende, Orlando Letellier and a passenger were killed in Washington by a car bomb.
From Spartacus: “Donald Freed claims that on 29th June 1976, Townley had a meeting with Bernardo De Torres, Armando Lopez Estrada, Hector Duran and General Juan Manuel Contreras Sepulveda. The following month, Frank Castro, Luis Posada, Orlando Bosch and Guillermo Novo established the Coordination of United Revolutionary Organizations (CORU).” Townley was convicted of the murder.
From Spartacus: “FBI Agents Robert Scherrer and Carter Cornick claimed that Novo played a key role in the murder of Roland Masferrer in Miami on October 31, 1975. Later, he worked for General Augusto Pinochet of Chile. The following year, Novo was suspected of being involved with Luis Posada, Orlando Bosch, Herman Ricardo and Freddy Lugo in the Cubana Airlines plane that exploded, killing all 73 people aboard. This included all 24 young athletes on Cuba's gold-medal fencing team.” (also see Panama Pardons Spur Cuban Outrage, CBS News 27th Aug. 2004)
“When Posada was arrested, he was found with a map of Washington showing the daily route to work of Letelier, the former Chilean Foreign Minister, who had been assassinated on September 21, 1976. Novo and Alvin Ross were arrested and found guilty of conspiring to murder Letelier. In 1981, he obtained a retrial and was acquitted on a technicality.”
This bloodbath pales in comparison with the overall carnage done under Operation Condor, established in 1975 after a meeting of Military Intelligence leaders of several Latin American countries to “eliminate Marxist subversion”.
José Fernández, a Paraguayan judge, revealed the 'terror archives' in 1992. The archives exposed details around 50,000 people murdered, 30,000 "disappeared," and 400,000 “imprisoned” by the security services of Argentina, Bolivia, Brazil, Chile, Paraguay, and Uruguay.
While the CIA was marking its territories in the Far East and South America, E.H. Hunt and his band of Plumbers were busy with shenanigans of their own in their home country. On June 17, 1972, Cuban exiles Bernard Barker, Virgilio Gonzalez and Eugenio Martinez, as well as Frank Sturgis and James McCord, were arrested by police for breaking into the Watergate Offices. They answered to ex-CIA officer E.H. Hunt, who was later incarcerated for his involvement. All were part of the Plumbers, a team of CIA-linked dirty tricksters who had been involved in anti-Castro activities. Some believe that the Plumbers were also involved in the JFK assassination. Felix Rodriguez was involved in a payoff of Hunt, who threatened to spill the beans while incarcerated.
IRAN-CONTRA (also listen to Peter Dale Scott)
The Iran-Contra Affair in the 1980s saw some of the 1963 characters reunited in illegal arms transactions for the benefit of the opponents of the Sandinista regime in Nicaragua. Orlando Bosch, Guillermo Novo, Chi Chi Quintero, Carl Jenkins, Ted Shackley, Felix Rodriguez, George W. Bush, Thomas Clines, Rafael Villaverde, Ricardo Navarrete, Richard Secord, Luis Posada, Richard Helms, Edwin Wilson, William Casey, Frank Castro, William Colby and William Buckley were among the conspirators.
Summary:
This represents a partial list of the coups, assassinations, and other covert activities that saw the handful of CIA officers discussed in the previous section reappear in some of the most violent periods of the Cold War. One can plainly see that the JFK assassination was not committed in a vacuum and that only a handful of regime specialists had the skills required to complete the mission. Their names keep coming back. It was argued that Oswald’s alleged attempt to murder General Walker proved that he had a propensity for violence. Need we say more? Let us now focus on key characters.
WILLIAM HARVEY and JOHN ROSELLI (also see State Secret Chapter 2)
Harvey had been the head of Task Force W up until the aftermath of the Missile Crisis. He authored executive action plans code-named ZRRIFLE. He was tasked with planning the assassinations of Sukarno, Lumumba and Castro. Harvey played an integral role in the CIA- Mafia plots to kill Castro. He developed a friendship with mafioso John Roselli that lasted many years. His team was directly linked to the use of Black Letters to frame Castro for the murder of JFK in November 1963 and November 1962. His hatred for the Kennedys was well-known. In May 1963, when he was supposed to be exiled in Rome, he had meetings with Johnny Roselli in the Keys where he billed expenses under a QJWIN-ZRRIFLE heading. In July 1963, he asked for a six-month security clearance for Claire Booth Luce. According to one of his colleagues, he was present in a Dallas airport just a few weeks before the assassination. He attended many SGA meetings as the CIA expert on anti-Castro operations. He had direct relations with a number of the officers at JMWAVE, including David Morales.
It was Harvey and Roselli who fed journalist Jack Anderson the fake story that Castro turned a hit team out to get him to kill JFK. This led to Roselli being murdered during the Church investigation. E.H. Hunt confessed to his son that it was Harvey who oversaw the murder, which was called the Big Event.
DAVID ATLEE PHILLIPS (also see Spartacus)
David Phillips was one of the top propaganda experts in the CIA. He was heavily involved with the Mexico City CIA activities when JFK was murdered. He was in the middle of all sorts of misinformation about Oswald and his alleged visit a month before the assassination: Use of an Oswald imposter to impersonate him; exchanging with the supposed head of Russian assassinations in the Western Hemisphere; false flag campaigns by his agents about Oswald being in cahoots with the Cubans; misinformation around supposed recordings of Oswald and photos of him taken in Mexico City. The HSCA investigators Ed Lopez and Dan Hardway concluded that he repeatedly lied while under oath. Phillips had nearly twenty touch points with Oswald during the six months leading up to the assassination. He confessed to his brother that he was in Dallas when JFK was assassinated.
He admitted to Mark Lane that Oswald probably never even went to Mexico City. He denied his participation in the conspiracy to investigator Kevin Walsh but admitted that there was one “likely involving intelligence agents”. It was largely his network of contacts that circulated Oswald’s links to Castro on the very day of the assassination. He is directly connected to ALPHA 66, the DRE, Operation 40, and projects AMHINT and AMWORLD (for which he prepared safe houses). He had been stationed in Cuba and could be considered a suspect behind the sending of the Black Letters. He was also outed by E.H. Hunt. While Phillips does not appear in the org-charts above, he was frequently seen at the JMWAVE station collaborating with CIA officers there. His list of missions in regime change operations is one of the longest and bloodiest: They include Guatemala, Cuba, the Dominican Republic, Chile and a host of others. The murders of Letellier and other anti-Pinochet activists connect him with car-bomber Mike Townley and his orbit of ruthless anti-Castroists that includes Posada, Novo, Bosch, Veciana, Sturgis and Serafin. Veciana claimed that Phillips met Oswald shortly before the assassination.
DAVID MORALES and FELIX RODRIGUEZ (also see State Secret Chapter 2)
David Morales got his start with the Army Intel in Germany right after WW2, when he began associating with William Harvey and Ted Shackley, according to a friend of his. He later joined the coup plotters against Arbenz. Morales was stationed in Havana during the Castro Revolution. This makes him, along with David Atlee Phillips and Tony Sforza, a prime suspect behind the Black Letters affairs (Pepe and Pedro Charles) that the perpetrators organized to blame Castro for the assassination. In the early sixties, he was directly in charge of the Cuban exiles recruited as counterrevolutionaries. In 1963, posted at JMWAVE thanks to William Harvey, he headed the Operations Department. He was recruited by Harvey in the ZRRIFLE plot to murder Castro, where he worked closely with Phillips, Pawley, Martino, Roselli and Barnes. There, he shared responsibility for coordinating the activities of AMWORLD, AMHINT, and Operation 40, which included murder. The failure of the Bay of Pigs left him bitter until his death. He was the case officer of Felix Rodriguez (also an Operation 40 member) for his mission to eliminate Che Guevara. Rodriguez was part of the doomed Brigade 2506… He had volunteered to assassinate Castro. As a matter of fact, Rodriguez and Segundo Borges of the DRE did perform a mission in February 1961, which saw them reach Varadero to kill Castro with a high-power rifle. In 1963, Rodriguez was the Communications Chief for the project AMWORLD. They joined forces again for the Operation Phoenix killing frenzy in Vietnam with other JMWAVE alumni. Morales told two of his friends that there was a conspiracy. Hunt told his son that Morales was part of the team Harvey put together to eliminate JFK. Rodriguez, a friend of George W. Bush, continued his clandestine work with the Iran-Contra gang. He admitted his belief that there was a conspiracy in the assassination of JFK in the documentary Cuba Libre and implied that Cuban exiles were involved.
HSCA and CHURCH Committee investigator Gaeton Fonzi considered Morales a prime suspect.
E.H. HUNT (also see https://www.youtube.com/watch?v=iUf8BUhBGR4)
An OSS member during WW2, he became a Dulles loyalist. He was a key cog in the removal of Arbenz and anti-Castro operations. He also blamed JFK for the Bay of Pigs failure. He even ghostwrote an article for Allen Dulles that put the failure squarely on JFK’s back. His participation in the Watergate scandal and his association with people of interest in the JFK assassination led many to believe that the two events were linked. Mark Lane won an appeal for the Liberty Lobby against Hunt, who had claimed that this organization slandered him by writing that the CIA was willing to throw him under the bus for the Kennedy assassination. The appeals case jury disagreed with Hunt. He eventually told his son that William Harvey, David Morales, Cord Meyer and David Atlee Phillips were responsible for the assassination, sanctioned by LBJ, and that Corsicans were recruited as the hitmen.
Ted Shackley, like Morales, was with Army Intel during WW2. His relationship with William Harvey likely began in Germany around 1953, when he was heavily involved in Black Ops, including Executive Action. Harvey had him placed as head of JMWAVE in the early sixties. He was a witness to some of Harvey’s networking with the Station’s operatives up until May 1963. He enabled the William Pawley organization of the unauthorized Operation Tilt (Pawley/Bayo) fiasco in June 1963. His expertise was used in Vietnam during the Operation Condor onslaught when Morales and his crew were up to no good. This was followed by a stint in Laos in 1966, where he was linked with the drug trade and the likes of Trafficante. His team included Carl E. Jenkins, David Sanchez Morales, Rafael Quintero, Rafael Villaverde, Felix Rodriguez and Edwin Wilson. He joined Phillips in Chile when Operation Condor was in full swing and ended his career of intrigue by joining the Iran-Contra gang, which included many of the Laos clan.
Joannides has gained attention in the research community through the dogged work of Jefferson Morley. In 1963, he headed the Covert Action department at JMWAVE. He also spent some of his time in New Orleans overseeing Cuban exile groups like the DRE, the very group that had important interactions with Oswald that summer. During the HSCA investigation, he was strategically and illegally brought in as the liaison between the CIA and HSCA investigators… Needless to say, he did everything possible to stymie it.
TONY SFORZA (104-10075-10179) and EMILIO RODRIGUEZ (Joan Mellen, A Farewell to Justice (2006))
Two JMWAVE operatives who worked closely with Morales were Tony Sforza and Emilio Rodriguez. Sforza was a paramilitary agent who, under Morales, associated with Grayston Lynch and Rip Robertson. He was involved in Operation Mongoose. Both had been among the last CIA agents exfiltrated from the island. Records show that Sforza intended to contact Phillips by phone in Mexico City or at his home on November 23, 1963. Some speculate that the intent was to concoct the misinformation campaign that quickly followed the assassination. Others claim that this was done to mislead about Phillips' whereabouts, given that he admitted to his brother that he was in Dallas on Nov. 22. Sforza joined Phillips in Chile in 1970 for the overthrow of Allende. He is linked to the assassination of Schneider.
Emilio Rodriguez was the oldest son of Arnesto Rodriguez and brother of Arnesto Junior, whom Oswald had visited in New Orleans in an attempt to learn how he might involve himself in training camps for sabotage against Castro. He was recruited by Henry Hecksher and was being groomed to take over David Phillips’ propaganda network in Cuba. This seemingly impossible coincidence, along with what is now known about Joannides, suggests that Oswald’s puppeteering had strings leading to JMWAVE.
Robertson was trusted by the Cuban exiles as a counter-intelligence agent who risked his life in battle. He was one of only two CIA agents who landed on Cuban soil with Brigade 2506. An executive action specialist, he headed combat operations for the Guatemala coup. In 1963, he was part of the unsanctioned raid (Operation Tilt) into Cuba, going against the explicit orders of JFK. In 1964, he was a member of a Cuban exile team that was sent to Congo. He later followed some of his Assassination Inc. friends into the Vietnam slaughterhouse. Robertson was one of the agents spreading the news to the Miami-based Cuban exile community about JFK’s diplomatic overtures to Castro. He was a frequent visitor to John Martino’s home. Martino confided to his close ones an involvement in the assassination.
CARL JENKINS and RAFAEL (CHI CHI) QUINTERO (also read the Wheaton Lead)
According to Larry Hancock, “Jenkins became a CIA paramilitary trainer and infiltration specialist... in Asia, including Indonesia, Singapore, Malaysia and the Philippines." Carl Jenkins was perhaps the top combat trainer of Cuban exiles. He was revered by them. He was part of the Special Operations department of Task Force W (later SAS) and worked mostly out of JMWAVE. He was part of the team that took out Arbenz. His resume also includes the Bay of Pigs (he trained members of the doomed Brigade 2506 out of a base in Guatemala), Vietnam, Laos in 1969 under Shackley, and Iran-Contra. Gene Wheaton tried unsuccessfully to get Jenkins and two of his proteges, Rafael Quintero and Nestor Izquierdo, to reveal what they knew about the assassination of JFK to the Assassination Records Review Board pending an immunity deal. Wheaton went on to reveal the following in an interview: "Carl Jenkins was the head recruiter and trainer of the Cubans for the Bay of Pigs, for the assassins and saboteurs going into Cuba. He became their father figure... Ted Shackley was the head of the CIA Miami Station, and Jenkins worked for him. Chi Chi Quintero was one of those Bay of Pigs guys who got caught, and when they got him out, Chi Chi became like a son to Carl. He and two or three others, Félix Rodríguez and Nestor Pino, all went to Vietnam with him…"
Wheaton then went on to discuss the AMWORLD project that Jenkins and Quintero were involved with in 1963: "There was a CIA-funded program to assassinate Castro, and Carl was in charge of training the Cubans in Miami to assassinate Castro. They would go to Texas and Mexico and take old convertibles, stick old watermelons on the back seat, in something they called triangulation shooting teams... According to them, they were the ones who diverted the Castro funds and training for their own agenda to snuff Kennedy... They were CIA people who were training people to assassinate Castro, but if you are training people to assassinate one man, you can use that training to assassinate anybody... They were furious with JFK because he backed off at the last moment at the Bay of Pigs... There was another clique above them who were worried about Kennedy not increasing the program to escalate hostilities in Vietnam, Laos and Cambodia. Carl was training Chi Chi and several other shooters, about five of them."
Quintero helped start the MRR along with Artime (later head of AMWORLD) and Tony Varona. He then joined Operation 40. He was captured after being smuggled into Cuba just before the Bay of Pigs and later released. He, Artime and Felix Rodriguez coalesced in Nicaragua in 1963 for the AMWORLD project.
“In 1976, Quintero was recruited by CIA agent Edwin Wilson to kill a Libyan dissident in Egypt. Quintero selected two brothers, Raoul and Rafael Villaverde, to carry out the killing.”
Quintero later became entangled in the Iran-Contra scandal. Wheaton became friends with Quintero and Jenkins through his own involvement in Iran-Contra.
From Spartacus: “Quintero refused to be interviewed, but he did say that Gene Wheaton was telling the truth as "he knew it". His explanation of Wheaton's story was that he and Carl Jenkins had been lying to him when they said they were involved in the assassination. However, Quintero was once quoted as saying: “If I were ever granted immunity, and compelled to testify about past actions, about Dallas and the Bay of Pigs, it would be the biggest scandal ever to rock the United States.”
LUIS POSADA, ORLANDO BOSCH (other source: JFK the Cuban Files)
Luis Posada was one of the most notorious terrorists in U.S. history. He was a Bay of Pigs participant. He was employed by the CIA up until 1967. He was part of a plot to kill Castro in 1971. He was an undercover operator for Operation Condor. He, along with Orlando Bosch, was responsible for the bombing of Cuban Flight 455, causing the death of 73 passengers, for which they were arrested. Posada was likely involved in the assassination of Letellier. In 1980, Felix Rodriguez recruited him to do some drug running in the Iran-Contra scandal. Bosch, after the failed Bay of Pigs, produced literature that blamed JFK. He joined Operation 40. Cuban authorities claimed Bosch was responsible for over 70 terrorist acts against Cuba and other countries. Bosch collaborated with Posada in many acts of terrorism, including Operation Condor. The Secret Service had Bosch on a watch list when JFK traveled to Florida.
Certain persons of interest who were not profiled in this section but deserve more scrutiny include:
William Pawley, a wealthy businessman who networked with many of the subjects discussed in this section; Robert Moore, the Deputy Director of JMWAVE in 1963; Allen Dulles, who was fired by JFK and whose behaviour during the lead-up to the assassination and on the fatal weekend it occurred was very suspicious; Edwin Wilson, a shady CIA operative involved in murders, criminal activity and covert scandals galore; Ed Lansdale, whose role on the SGA, expertise in regime change operations and incriminating behavior about JFK’s Texas travels render him worthy of further investigation. Captain Westbrook of the Dallas Police Force, who some claim was part of Operation Phoenix with Morales. If the org-charts indicate that only a handful of regime change specialists could have held management positions in a coup directed at the home country, a study of U.S.-stimulated foreign coups and assassinations that occurred during the Cold War proves how these close-knit squads of assassins were able to demonstrate their skill sets on multiple occasions and their preference for working with trusted partners in crime.
Beginning with the use of incriminatory letters in November 1962 to frame a Castro-linked patsy in an eventual JFK murder, just after the peak of the Missile Crisis, when relations between JFK and his military leaders reached a breaking point, all the way to November 22nd, 1963, there is evidence of central coordination of a ZRRIFLE stratagem that could only have involved our Assassination Inc. cast of characters.
The CIA officers' clandestine links go back much further than the establishment of JMWAVE and Castro taking power. While the seeds of the Mafia-Cuban network were planted throughout the CIA- backed Batista dictatorship, their full-fledged addition to CIA clandestine operations took place in the early 1960s when they fled from Castro and coalesced in Miami.
Officers David Atlee Phillips, David Morales, Ted Shackley, E.H. Hunt, Edwin Wilson, Robert Moore, and their underlings Rip Robertson, Carl Jenkins, Tony Sforza and Henri Hecksher are omnipresent in the training and coordination of AMOTs in the art of murder, combat, sabotage, propaganda and terrorism throughout the successive operations that included: Operation 40, the landing of Brigade 2506, AMHINT, Operations Tilt and culminated with AMWORLD. Among the Cuban regulars to the parties were: Rafael Quintero, Felix Rodriguez, Virginio Gonzalez, Bernard Barker, Eugenio Martinez, Luis Posada, Orlando Bosch, and the Novo brothers. Hovering around this group were: William Pawley, Claire Luce, Trafficante, George Joannides, John Martino, Soldiers of fortune and other natural allies who hated Castro, communists and the Kennedys. The ultimate boss of this gang was the assassination Tzar himself: William Harvey. For anything that needed to be done that was beyond his capabilities, such as a rigged autopsy, the stifling of the Dallas Police Force, the weakening of security, the control of media and the ensuing cover-up, etc., he could count on his powerful bosses.
THE LARGER PICTURE
CIA Director John McCone was asked by Robert Kennedy if the CIA had killed his brother. (Thomas, Evan Robert Kennedy: His Life 2002, Touchstone. p. 277.)
Up until a year ago, this author felt quite convinced that some of the usual suspects that the research community, in general, according to surveys, believes had a hand in the crime, were somehow involved. More specifically, we are talking about David Morales, David Phillips and William Harvey. This was largely based on quasi-confessions, impressions of key investigators and researchers, compelling books and documents and so on. However, the org-charts and similar case analyses of regime changes and political assassinations have only recently been added to the mountain of data available. These lead to a crucial deduction that can now be affirmed with a high degree of confidence: Nobody else could have pulled off the assassination of JFK. The skill set, experience, authority, opportunity and resources required to accomplish what was done between the Missile Crisis and the aftermath of the assassination could not have happened without the involvement of these three individuals who were outed by E.H. Hunt, whatever you think of his confessions. This new line of analysis allows us to draw the larger picture of subordinates, assets, and superiors who were also involved.
The Missile Crisis plot in late October 1962 is the latest possible moment for the decision to have been taken to remove JFK. The Black Letters (Pepe letters) used at this time to frame a potential patsy linked to Castro are too similar to those used to link Oswald to Castro a year later, for them not to have been centrally planned by the same people.
By the time the Missile Crisis was over, the always fragile relationship between JFK and the military, intelligence, the Cuban exiles and other important stakeholders in the Cold War had already reached a breaking point. The patriotic motive to remove him was JFK’s perceived risk to national security. More bluntly, many saw him as a treasonous pinko.
It is before William Harvey was exiled to Rome at the end of 1962 that he was likely tasked with an executive action mission to eliminate Kennedy. The Pepe Letters have his fingerprints all over them. The likely go-ahead was passed on by members of the Joint Chiefs of Staff who sat on the SGA team that advised RFK. They must have been emboldened by attitudes expressed by powerful influencers, including LBJ, who was in all probability about to be dropped as VP by Kennedy. While they knew Harvey, they likely used a conduit to communicate with him. Either Lansdale or Dulles could have had the standing to reassure Harvey.
Harvey recruited David Morales, Johnny Roselli and David Atlee Phillips to help carry out the mission. After his exile to Rome, they were needed. Their likely functions were Phillips in the key role in propaganda, Roselli for Mafia-related tasks and Morales in planning the hit. The on-the-ground operatives could have come from the network of revolutionaries already trained in assassinations and regime change, soldiers of fortune linked to this network, such as Frank Sturgis and Roy Hargraves, mafiosi hitmen linked to the Roselli network or those connected to the QJWIN universe.
The ZRRIFLE executive action strategy, mastered by very few, formed the basis for the tactics that emerged. Oswald became the perfect patsy to lay the blame on Castro. His puppeteering during the summer of 1963 likely began with Phillips and probably involved George Joannides. His starting an FPCC chapter in New Orleans, impersonation in Mexico City, and relations with the Cuban exile community and right-wingers were all part of sheep-dipping tactics going on to make him look unhinged and pro-Castro.
The AMWORLD isolated setting provided perfect cover for preparations, financing, recruitment and training. The training was provided by people like Carl Jenkins and perhaps Rip Robertson, and involved triangulation of fire purportedly to be used against Castro. The target changed.
It was those above Harvey who saw to the weakening of security in Dealey Plaza, media manipulation, the rigged autopsy and investigations. It is through the Mafia contingent that Jack Ruby was brought in to eliminate Oswald, the most important witness who would have blown the lid off the whole enterprise.
The one thing that did not go to plan was LBJ’s decision to push through a lone-nut narrative. This is why today we can be certain there was a conspiracy, and we can figure out much of the full portrait.
Going forward, the org-charts with their hyperlinks to the subjects, along with the regime change spreadsheets, should be a valuable tool for immediate reference to help position subjects they are reading about. The work done by David Boylan is of real importance and does not end here. Coming soon are other CIA and Mafia-related org-charts.
The spreadsheet and org-charts are possibly incomplete and may contain some errors; they are a work in progress… They need your input. Names will be added, removed or moved around. We need those for the FBI, Dallas Police Force, Military Intelligence, and the Secret Service… With this, we will be able to perform cluster analysis and create entity link diagrams and flowcharts for efficient data visualization.
It is important to note that some esteemed members of the research community believe that Phillips was coerced into contributing to propaganda on the day of the assassination itself. While this author disagrees with this point of view, he encourages a healthy debate around this subject.
